Who pays? It depends upon which organization is fighting the particular fire. And it can get complicated very quickly when multiple jurisdictions are involved in the specific incident. And it isn't cheap. But, a single trip of this special Queen brings a volume of water or retardant to the incident that no other aircraft can match.

I'd be interested knowing how they deal with sloshing of the water. There must be a lot of baffles in there. That's a lot of liquid...

Robert Cowling - There are a number of different tanks in the main fuselage. There is a fair amount of flexibility in using water, retardant, or combination of the two. It just bring volume that no other aircraft offers.
