Factually and truthfully whether we want to admit it or not, it comes down to the U.S. Military wants to do whatever they want... but don't even think about objecting or reacting if you're another country. American military arrogance at its finest... and for you youngsters the Military wanted to do a first attack on the Soviets during the Cuba missile crisis starting the end of the world, of course we would have all survived because we were instructed to "Duck and Cover". Thankfully we had a SANE President that said "NO" to the military.
By saying unsafe I'd figure they approached with targeting radar locked on playing like the Russians would with P3's.
The real question should be where the fighters came from.
Is China now militarizing there man made islands?

The countries in that region have been at each other over those islands for many decades. There is a bunch of oil and natural gas out there, that is what this is all about.
and fish, I might add--a good tenth of the planet's stocks are thereabouts
the solution, of course, is for the US/Vietnam to build islands of its own! we got more ships than the PRC

Any interception is "Unsafe" by US military standards.
