Second, I see your point, however from the other point of view, it can be argued that the donations are voluntary and that the money that is donated is used to help restructure cities that were affected by the hurricane, ultimately hastening the revitalization of the economy in those places. So it is not only a win for the people of those cities, but also for Americans as a whole because they benefit from the strengthening economy, especially with it already weakened due to the implications of the pandemic.
