Why do they need an agreement to reduce costs? There are economies to be enjoyed by any continuing production process. The men and women on the line will contribute the best answers to save time and materials. Next should be design engineers in overalls working and observing the process a few weeks out of the year. Lastly they should see if some of the managers are not needed to move stacks of paper from desk to desk.
