I have NEVER had trouble understanding pavement conditions or braking action and so don't see the need to create a new and improved system and description.
hmmm....2005 to 2016. Not bad for a government report. The "What" committee?
I wonder what we paid for this committee to further muddle things up? Along with what generated the report, braking action is either good, poor, or nil.
